POSITION SUMMARY

Reporting to the Sr. Director of Behavioral Health Services (SDBHS), the Associate Behavioral Health Director (ABHD) supports program leadership for integrated primary care and behavioral health services and serves as a clinician on the behavioral health team. Behavioral Health services are multi-faceted and includes meeting of clinical benchmarks for quality care and productivity, ensuring proper care is being provided in accordance with program contracts and applicable standards of care, developing and providing ongoing clinical and administrative staff development and support the SDBHS in program planning, budget planning and management and grant applications. The ABHD supports the planning, organizing, implements, delivers and evaluates behavioral health wellness and treatment programs; monitors and revises applicable policies and budgets; adheres to local, state and federal regulations and supervises behavioral health clinicians performance; works with CDHC executive leadership and other health professionals to promote the highest quality of integrated health care for patients. The SDBHS provides clinical expertise and leadership in the design and implementation of new projects and innovative clinical programs that include collaboration with strategic business and community partners. The incumbent is the ultimate behavioral health protocol decision maker for the corporation.

POSITION-SPECIFIC COMPETENCIES/ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES

  • The development of behavioral/mental health and child development protocols sufficient to provide guidance to behavioral health staff for provision of services, the events or conditions that require short term intervention, or that require referral to specialty, secondary or tertiary providers.
  • Provide behavioral health consultation, including the development of behavioral health and health education materials to the program staff and primary care providers through group training or to individual staff, as directed.
  • Provide behavioral health services within the Scope of Practice for a behavioral health licensed clinician including addiction and substance use, train other behavioral health staff. Working with psychiatrist and primary care providers collaboratively and within scope of practice regarding medication and psychotropic medication management.
  • Administer such behavioral/mental health assessments as necessary to diagnose and/or provide objective function measures as necessary and as mandated by the behavioral and primary health care services program.
  • Make recommendations to the Sr. Director of Behavioral Health Services in assessing professional capabilities of behavioral health staff, licensed and registered, to provide behavioral/mental health and assessment services to Adult, Older Adult, adolescents and children as directed; and provide performance evaluations in compliance with CDHC standards.
  • Conduct case conferences with Behavioral Health-Primary Care Behavioral Health staff and other clinical staff weekly as needed.
  • Review when appropriate, case records required for compliance with all Federal, State, County, and/ or local donors.
  • At the direction of the SDBHS, attend trainings and workshops as required for professional development or mandated by contract.
  • Provide short-term therapy for adults or children/youth in individual, group, or family therapy as needed by the department.
  • Coordinate and Supervise behavioral/mental health services, including adult mental health contracts.
  • Participate as a member/facilitate the multi-disciplinary team meeting, including primary care providers, psychiatrists, Community Health Outreach Workers, administrative staff, Performance Improvement program, and other key staff in weekly programmatic working meetings.
  • Provide clinical supervision to licensed or registered interns, as required.
  • Maintain confidentiality regarding privileged administrative and client information in a professional manner.
  • Support efforts in understanding, communicating, achieving and maintaining quality standards (TJC, NCQA, others) and Patient Centered Medical Home principles (PCMH).
  • Ensure clinical outcomes measures are reported accurately during the annual UDS report
  • Models behavior which promotes trust and engenders compassion CDHC patients.
  • Holds all behavioral health staff accountable for job functions as well as contributing to a healthy, positive and productive work environment.
  • Actively reviews evidence-based practice standards, behavioral health care advances and incorporates such standards and advances into CDHC practice
  • Provides for the diagnosis and treatment of health center patients within the scope of his/her license to practice therapy.
  • Provides follow-up on patients seen including chart notations and referrals to specialists.
  • Perform all other duties as assigned

POSITION REQUIREMENTS

  • Graduated with a master's or doctoral degree from an educational program which is accredited, by the Council for Accreditation of Counseling and Related Educational Programs, the Commission on Accreditation for Marriage and Family Therapy Education, or the Council on Social Work Education
  • Current unrestricted Nebraska behavioral/mental health license, required Licensed Independent Mental Health Practitioner (LIMHP), Licensed Alcohol and Drug Counselor (LADAC) and Licensed Professional Counselor (LPC) a plus
  • Advance degree in management, such as MBA, MPA, MPH or MHA a plus
  • Minimum 5-years experience in a leadership position
  • Good clinical understanding of adult mental health and child, diagnosis, brief, Cognitive Behavioral Therapy and Motivational Interviewing, co-occurring conditions and alcohol and substance abuse therapies
  • Familiar with operating academic internship program
  • Demonstrable leadership role and achievement in a complex healthcare delivery system.
  • Experience in fiscal accountability and budgeting.
  • Familiar with PCMH model of care
  • Knowledge and/or understand for FQHC healthcare delivery model
  • Knowledge and experience of quality infrastructure is needed, including how to develop and implement decision tools, clinical protocols and guidelines, care management programs, and outcome measurement assessments.
  • Needs working knowledge of information technology, including statistical analysis, and behavioral health informatics; understanding of best practices and how to successfully introduce information technology into clinical practice.
  • Demonstrated mastery of critical thinking, analytics, and problem solving skills required.
  • Demonstrated ability to interact and communicate effectively with individuals at various levels both inside and outside of the organization, often in sensitive situations.
  • Proficiency with meeting facilitation and project management Language: English fluency (Spanish, Burmese, Mai Mai and Sudanese language fluency a plus)
  • Hours of Work: Expect to work 40 hour a week minimum.
  • Travel: Some travel required.

Additionally, the employee may (Frequency) be exposed to bloodborne and other hazardous chemicals. Finally, the noise level in the work environment can (Frequency) is quite loud. In all cases personal protective equipment will be provided to the employee in combination with adequate ventilation and other engineering controls to minimize the risk of exposure or other hazardous occurrence.
